Software Asset Management Tools Compared: 10 Options and How to Choose

Software asset management tools promise the same thing: show you what software you have, what you are entitled to, and where the two differ. They deliver it very differently. Some are built for discovery and stop short of licence compliance. Some handle Microsoft well and Oracle poorly. Some only make sense if you already run the vendor’s IT service management platform. Choosing well means starting from the licences that cost you most, not from a feature list.

This guide compares ten widely used options, sets out what each is best for, and explains how to choose. One disclosure first: Euladox is Rythium’s own platform, so we describe it separately rather than rank it against the others.

In short

• Start from your biggest publishers. A tool that handles Microsoft well may not count Oracle processors, options and virtualisation the way an audit will.
• Discovery is not compliance. Inventory tools such as Lansweeper find installations; licence management tools turn them into an effective licence position.
• Platform fit matters. ServiceNow and Ivanti make most sense if you already run their service management products.
• The market has consolidated: Flexera bought Snow Software in 2024, and Aspera is now part of USU.
• A tool needs people. Without someone to maintain entitlements and read the results, a SAM tool becomes an expensive inventory.

What a good SAM tool must do

• Discover every installation across servers, desktops, virtual machines, containers and cloud, without blind spots.
• Recognise software precisely: product, edition, version and, for databases, the options and features in use.
• Hold entitlements: Contracts, orders, metrics, quantities and support status, including those of acquired companies.
• Apply the publisher’s rules: Oracle’s processor definition and core factors, Microsoft’s per-core and CAL rules, IBM’s sub-capacity terms, and the cloud rules for each.
• Produce an effective licence position per product that you could defend in an audit.
• Track SaaS and cloud spend, which now sits alongside traditional licences in most budgets.

For Oracle specifically, check whether the tool is on Oracle’s list of third-party tools verified for measuring Oracle Database, options and Java. A verified tool’s output is easier to use in an audit.

The ten options

Flexera One

One of the most established SAM platforms, with a large library of software recognition and publisher licence rules, including Oracle, Microsoft, IBM and SAP. Suited to large enterprises with complex estates. Flexera bought Snow Software in 2024, so it now owns two of the market’s best-known products (see what that means for Snow customers). Watch out for implementation effort and cost: it pays off at scale.

Snow Atlas (Snow Software, now part of Flexera)

A SaaS platform covering software, SaaS and cloud, long popular for its desktop and Microsoft coverage and its ease of use. Since the Flexera acquisition, ask about the product roadmap and how the two platforms will converge before committing to a long contract. Buyers looking for a Flexera alternative should note they are now the same company. Older versions are already retired: Snow License Manager 9.x and Snow Inventory Server 6.x reached end of support on 31 March 2026, and Flexera’s paths forward are a current Snow License Manager release or Snow Atlas (Flexera announcement, 1 July 2025).

ServiceNow Software Asset Management

SAM built into the ServiceNow platform, sharing its CMDB, workflows and service catalogue. Strongest where ServiceNow is already the IT service management system, because reclamation, requests and approvals run in the same place. Publisher coverage comes through content packs; check Oracle coverage in detail. Costs rise with platform licensing.

USU Software Asset Management (formerly Aspera)

Known for depth on complex enterprise publishers, especially Oracle, SAP and IBM, and used by licensing specialists. A good fit when a few expensive publishers drive the risk. Expect a specialist tool that needs a skilled team to run it.

Ivanti Neurons for ITAM

Asset and licence management within Ivanti’s IT service and endpoint management suite. Makes most sense for organisations already using Ivanti for endpoints or service management. Check the depth of server and datacentre licensing for Oracle and IBM.

ManageEngine AssetExplorer

An affordable asset management tool from Zoho’s ManageEngine, covering hardware and software inventory, licence tracking and contracts. Suited to mid-sized organisations with mostly desktop and Microsoft licensing. Not built for Oracle or IBM server licensing.

Lansweeper

A fast, broad discovery and inventory tool that finds almost anything on a network. It is excellent as the data layer under a SAM practice, but it does not calculate licence positions for complex publishers on its own.

Eracent

Discovery and IT asset management with licence optimisation, used by large organisations and government. Check coverage of the publishers that matter to you and the effort needed to maintain recognition.

SoftwareONE

A software reseller and services company that also provides SAM tooling and managed SAM services. It can be convenient when one provider handles purchasing and compliance. Weigh that convenience against independence: a firm that earns from selling licences has an interest in what you buy.

How to choose

1. Rank your publishers by spend and audit risk. For most enterprises that is Oracle, Microsoft, IBM, SAP and now Java. The tool must count those correctly.
2. Test on your own estate. Run a proof of concept on a sample that includes virtualised servers and cloud instances, and compare the results with a manual count.
3. Check the platform fit. If ServiceNow or Ivanti is already your service management system, their SAM modules start with an advantage.
4. Plan the people. Someone has to load entitlements, maintain recognition and act on the results. If you do not have that team, consider a managed service.
5. Count the full cost: Licences, implementation, integration and the people to run it, over at least three years.

What is the best software asset management tool?

There is no single best tool. Flexera One suits large multi-publisher estates, ServiceNow SAM suits ServiceNow customers, USU suits Oracle, SAP and IBM specialists, and ManageEngine suits smaller desktop-led estates. Choose by the publishers that drive your cost and risk.

Is Snow Software part of Flexera?

Yes. Flexera completed its acquisition of Snow Software on 15 February 2024, and Snow’s products now belong to Flexera.

What is a good alternative to Flexera?

ServiceNow SAM for organisations on ServiceNow, USU for Oracle, SAP and IBM depth, and Ivanti or ManageEngine for lighter needs. A managed SAM service is an alternative to running any tool in-house.

Do I need a SAM tool for Oracle licensing?

You need accurate data on installations, options, hardware and virtualisation. A tool verified by Oracle for database and Java measurement makes that data easier to defend, but the licence position still depends on reading it against your contracts.

What is the difference between a SAM tool and a managed SAM service?

A tool gives you the data and calculations; you supply the people. A managed SAM service provides the tool, the analysts and the reporting, so you get the licence position without building a team.
