Most IT cost programmes start with cloud bills, hardware and headcount. One of the largest lines they can cut without touching a single system is often somewhere else: what you pay software publishers for licences and support. You can lower that bill without migrating anything, but publishers will not help you do it. The adviser who can is one paid by you alone.
This article covers where licensing money leaks, how we find it, and what it has looked like in real engagements.
In short
- Software licences and support renew every year whether or not anyone uses the software. That makes them the easiest IT cost to overpay and the one most often left alone.
- The leaks are specific: unused licences, the wrong licensing metric, support paid on software nobody runs, and renewals signed against a deadline.
- Every vendor team that offers to help is paid by the vendor or earns on what you buy. Rythium takes no fees, commissions or partnerships from any software or AI vendor, so our only income is from you.
- The best time to call is four to eighteen months before a renewal, not after the quote arrives.
Where licensing money leaks
Shelfware and the wrong metric
Licences bought for a project that shrank, a team that left or a product that was replaced keep costing money. So does a licence counted the wrong way: processors instead of named users, or the other way round. Our guide to shelfware and unused software licenses shows how to find it.
Support on licences nobody uses
Oracle charges support at 22% of the net licence fee every year. Dropping support on part of an order looks like a saving, but Oracle’s support policies reprice what remains, and reinstating lapsed support is charged at 150%. Cut in the wrong order and the bill goes up. This is where careful Oracle license optimization pays for itself.
Renewals and ULAs signed under time pressure
The vendor sets the deadline, the quote and the framing. A buyer with a two-year-old view of their own deployments cannot tell whether a “safe” renewal is safe or just expensive.
Audits used as a sales tool
An audit letter often ends with a proposal to buy something. A claim built on the vendor’s counting rules is a starting position, not a verdict.
Java priced on your payroll
Oracle’s Java SE Universal Subscription has charged per employee since January 2023. Oracle counts full-time, part-time and temporary staff, and the staff of contractors who support your operations, whether or not they ever touch Java.
VMware under Broadcom
VMware has been subscription only since 11 December 2023, licensed per core with a 16-core minimum per CPU. Bundles bring in products and cores many estates do not need.
Microsoft agreements and AI commitments
An Enterprise Agreement renewal can arrive with a higher tier for everyone and organisation-wide Copilot attached. AI and LLM contracts add fixed token commitments sized on a pilot’s peak. In both cases the vendor’s forecast of your needs is a sales document.
How we work
- Assessment. We compare what you own with what you run, product by product. The result is your effective license position: a surplus or a shortfall for each product.
- Negotiation. We take the position into the renewal or the contract talk, with benchmarks and a credible alternative to signing.
- Audit defence. We check the data before it goes to the vendor and challenge findings that apply the rules wrongly.
- Managed SAM. Savings drift back when nobody watches. Our managed SAM service keeps the position current. For Oracle estates, see our Oracle services.
We have worked on more than 260 engagements since 2015. Our Managing Partner, Sheshagiri Anegondi, is a former Oracle Vice President, so we know how the vendor side builds its numbers. For more on choosing help, read our guide to software licensing consultants and the five ways to reduce enterprise software licensing costs.
What it has looked like
These are client engagements. Names are withheld under NDA, and the figures come from the engagements. Each result is specific to that client’s contracts and estate.
| Engagement | Opening position | Result |
|---|---|---|
| Oracle ULA, bank | Three-year renewal quoted at $7.1M | Certified exit instead of renewal, 60% below the quote, 214 shelfware licences removed from support |
| Oracle Java SE, manufacturer with 8,000 employees | Employee-metric demand of just over $1M a year | Closed at $140K a year after a scan found Oracle JDK on 61 servers |
| Microsoft EA, 11,000 seats | $6.8M a year, up 34% | Signed at $5.3M a year, a 22% cut, with an 800-seat Copilot pilot |
| Broadcom VMware, retailer | Renewal at about 3.4 times the old cost | Settled 58% below the opening quote |
| IBM audit, telecom | $8.1M claim | Settled at $0.4M, with the difference in the count, not the price |
| OpenAI commit, fintech | Fixed commit sized on a hackathon’s peak | Signed 31% below the proposal, with rate protection |

When to call
- A renewal is four to eighteen months away. Early enough to build the evidence and a real alternative.
- An audit letter has arrived. Before any data leaves your network.
- You are moving to the cloud. Licence rules change with the platform, and some on-premises rights do not carry over.
- A merger or acquisition is on. Entitlements and deployments need to be matched before the companies join.

Questions we are asked about IT cost optimization
What is IT cost optimization?
Spending less on IT without hurting the business. It covers cloud, hardware, services and software licensing. Licensing is the part many programmes skip, although it can be cut without changing any system.
How much can software license optimization save?
It depends on your contracts and what you actually run. In our engagements the results ranged from 22% off a Microsoft renewal to 95% off an IBM audit claim. We do not promise a figure before we have seen your position.
Why use an independent adviser rather than the vendor’s licensing team?
The vendor’s team works for the vendor. Oracle’s own pages describe its License Management Services as the only group within Oracle authorized to confirm your compliance status. An independent adviser checks that the number is right before you accept it.
What is the difference between license optimization and cloud cost optimization?
Cloud cost tools reduce what you spend on cloud resources. License optimization reduces what you pay for software rights and support, on premises and in the cloud. A company usually needs both.
When should we start before a renewal?
Four to eighteen months before the date. That gives time to build the evidence and prepare an alternative. Close to the deadline, you have neither, and the vendor knows it.
