Oracle JDeveloper Licensing is important since it is a free product from Oracle. But, being free, does not mean that there are no restrictions.

What is Oracle JDeveloper?

JDeveloper is a free integrated development environment (IDE) that simplifies the development of Java-based applications.

It offers features for development in Java, XML, SQL and PL/SQL, HTML, JavaScript, BPEL and PHP.

JDeveloper Editions

  • JDeveloper Studio Edition
  • JDeveloper Java Edition

(Currently, in 2024, the version available is Oracle JDeveloper 12c 12.2.1.4.0.  Prior to 11g there used to one more edition called JDeveloper J2EE edition)

Difference between Oracle JDeveloper Editions

  • JDeveloper Studio Edition is the complete version of JDeveloper with all the features.
    Oracle recommends this to be downloaded.
  • JDeveloper Java Edition contains only the core Java and XML features. It does not containJ2EE, ADF, Modeling, web, mobile and Database features.

Oracle, while not recommending this download, states that performance will be better because of fewer features.

Licensing Model

Oracle JDeveloper is a free proprietary software (in 2024).
JDeveloper was not always free. Initially it was priced at $995 per Named User Plus. In June 2005 Oracle decided to make it free.

Licensing Details for Oracle JDeveloper

  • The license agreement used is “Oracle Technology Network Developer License Terms for JDeveloper”
  • License Rights for JDeveloper
    • JDeveloper can be used without license fees for development & testing of applications.
    • JDeveloper can be used for internal business operations.
    • JDeveloper can be redistributed to customers provided that there is no charge to the end-users for its use and the program is used to run only your applications
    • Oracle WebLogic Server is licensed with a limitation to allow development of one single prototype of your application.
    • WebLogic Server made available with JDeveloper cannot be used for any internal data processing.
  • Collection of Information
    • JDeveloper is designed to collect technical information regarding the configuration of your JDeveloper environment and forward the Configuration Data to Oracle.
    • The program documentation includes directions to prevent this information from being forwarded to Oracle.
