The single most important change Microsoft has made to their licensing in many years is the new ‘License Mobility Rights’ change announced in August 2019 and applicable for purchases made after 1st October 2019. The plan is to restrict usage on competing clouds and making Azure more attractive to their customers.
What is the new rule ?
License Mobility rights – typically granted & acquired by purchasing SA will be required even on dedicated hosts from specific public cloud providers defined as ‘Listed Providers’

With respect to Azure, Microsoft’s latest release offers physical hosts dedicated to the use of a single organisation.
