Oracle’s Authorized Cloud Environments. is the official or formal name for the list of approved cloud vendors:
- Amazon EC2 and RD
- Microsoft Azure
- Google Cloud Platform
How to license Oracle Technology Products in these Approved cloud vendor environments?
- In all the above cases, count two vCPUs as equivalent to one Oracle Processor license if
hyper-threading is enabled, and one vCPU as equivalent to one Oracle Processor license if
hyper-threading is not enabled. - The Oracle Processor Core Factor Table is not applicable.

Example for licensing Oracle Database Enterprise Edition by Processor:
- Licensing Oracle Database Enterprise Edition on a single instance of four Amazon vCPUs, where multithreading of processor cores is enabled, would require two processor licenses.
- Calculation: Two Amazon vCPUs are considered equivalent to an Oracle Processor license.
Named User Plus Licensing in these clouds:
- Standard rules of licensing Named User Plus will apply.
- Example: for Oracle Database Enterprise Edition, you will need 25NUP as the minimum per processor license.
Licensing Standard Edition in the Oracle approved cloud vendors:
- This policy is for all products having Standard Edition One, Standard Edition 2, or Standard
Edition in its name - Pricing is based on the size of the instance
- Instances with 4 or less vCPUs are counted as 1 socket.
- One socket equals 1 Oracle Processor license
- For instances with more than 4vCPUs, each group of four vCPUs is counted as an additional socket.
- Example:
- Instance running on Azure with 6 vCPUs
- First 4 vCPUs will count as 1 socket
- The additional 2vCPUs will count as 1 socket license
- Totally two socket equating to 2 Processor licenses
